This update for ca-certificates-cacert fixes the following issues:

Changes in ca-certificates-cacert:

- Update class3.crt to the new one expiring 2031 again (boo#1186362)
- update Class 3 certificate from https://www.cacert.org/class3.crt
  (the old one expired today)
