This update for librepo fixes the following issues:

- Updated librepo to version 1.13.0
  * Dropped support for python2
  * Fixed a memory leak
  * Support was added for pkcs11 certificate and key for repository authorization
  * Fixed a bug where the cpu consumption went up to 100%
  * Added support when working with certificates used in combination with a proxy
