This update for mumble fixes the following issues:

Mumble was updated to 1.3.0.

- set permissions of config file to 640 because it can contain passwords
- Really use the system speex and opus dependencies.
- Also recommend the Qt mysql and psql backend. Murmur also supports
  those drivers.
