This update for spec-cleaner fixes the following issues:

spec-cleaner was updated to 1.2.1 (boo#1099674):

* Use Leap 15.2 as a base for data files
* Use %{_prefix}/lib instead of %{_libexecdir}: obs services are
  explicitly looked for at this location.
