This update for apache2 fixes the following issues:

- Update to 2.4.66:   
    * ECO: (jsc#PED-15953):
    * Fix: apache2-worker segfaults (bsc#1254182)
- Removed patches, as they've been merged/fixed upstream.
- Removed these FIPS-related patches too, as they too have been merged upstream
