This update for eclipse, felix-gogo-command, felix-gogo-shell, felix-scr fixes the following issues:

eclipse:

- Make the p2.timestamp in artifacts.xml file correspond to SOURCE_DATE_EPOCH environmental variable if it is set
- Fix build and execution with osgi-core 8.0.0

felix-gogo-command, felix-gogo-shell, felix-scr:
    
- Packages need to rebuild to prevent build failures of package eclipse (no source changes)
