- add cpanspec.yml so Plack build dependency survives cpanspec -f

- t/302-content-negotiation-charset.t started failing strangely:
    + "All 5 subtests passed" (but there are more than 5 subtests)
    + Non-zero wait status: 11
    + Parse errors: No plan found in TAP output
    + fails only in openSUSE 13.2, but not consistently - sometimes
    x86_64 succeeds and i586 fails, other times this is reversed
    + test suite runs fine on my openSUSE 13.2 workstation
