- Cleanup spec file
- Build AVX2 enabled hwcaps library for x86_64-v3

- Update to version 1.22:
  * Fixed compilation failure with GCC 11.x (-Warray-parameters)
  * Remove "stack clearing" memsets
  * Do not build libscrypt_salt_gen() on Windows
  * SHA256: Remove dead store
  * crypto-mcf: Do not include unnecessary headers
  * build: run tests with local library
  * build: move non-essential flags to *_EXTRA
  * Document issue #39.
