- libmad-0.15.1b-multiarch.patch: remove, it breaks the installed header

- Add patches from Fedora:

  * libmad-0.15.1b-multiarch.patch

- Drop --with-pic, this is only for static libs.
- Rectify descriptions for neutrality.
