- Reproducible builds: use SOURCE_DATE_EPOCH for timestamp

- update to 2.1.6:
  * Fixed spec version and updated template to include Final Release if <status> is empty.
  * Added Eclipse copyright notice.
  * Set copyright footer to 2019 Eclipse Foundation.
  * Use Jakarta instead of Java.
  * Include link to license in footer as well.

- Change the tarball location, since the old location does not work
  any more
- Clean the spec file a bit

- Specify maven.compiler.release to fix build with jdk9+ and newer
  maven-javadoc-plugin
