clFFT-2.12.2-bp154.2.27

- Add clFFT-avoid-rvalue-address.patch: Fix building with gcc11
  (which is stricter about referencing rvalue addresses) by using
  ostringstream object directly rather its pointer
  [gh#clMathLibraries/clFFT#237].
- Add opencl-headers and pkgconfig(OpenCL) to -devel package
  Requires as these are referenced by clFFT headers and library.
- Use %license for LICENSE file.

- %make_jobs is depricated replaced by %cmake_build

- Add patch:
  * clFFT-fix-aarm64.patch (Fix build for aarch64)

- Do not pull boost-devel on Factory (bsc#1062774)

- Trim descriptions.

- Update rpm group

- Split shared libraries
- Do not build on unsupported (32-bit) architectures

- Initial package, version 2.12.2
