apache-commons-chain-1.2-bp153.1.18

- Remove parent from the pom file, since it is pointless when not
  building with maven
- Make building with tests optional in order to speed-up rebuild

- Build against commons-digester >= 1.8
- Removed patch:
  * commons-chain-1.2-digester.patch
    + not needed when building with commons-digester >= 1.8

- Initial package
