  causes pkgconfig to automatically add unresolvable Requires to
  the %{name}-devel rpm package [gh#jrmadsen/PTL#21].
- Update location of packaged cmake and pkgconfig files in keeping
  with upstream fixes.

- Ensure neutrality of description; mention base thread library
  used.
